Ultraman Card Game Judge Community Regulations Ver.1.0

Chapter I General Provisions
Article 1 (Purpose)
The purpose of these Regulations is to establish the judge (referee) system for the operation of tournaments for the Ultraman Card Game (hereinafter referred to as “the Game”), and to ensure fair and sound tournament operation as well as the development of the community.
Article 2 (Definitions)
- In these Regulations, “Judge” means a person who has been certified by the Company after undergoing examinations and training prescribed by the Company, and who applies the Game rules, assists in tournament operation, and provides support to players.
- In these Regulations, “Organizer” means an entity or individual that plans and operates tournaments.
Article 3 (Scope of Application)
These Regulations apply to the activities of Judges at official tournaments, sanctioned tournaments, and other events approved by the Company.
Chapter Ⅱ Fundamental Principles and Code of Conduct
Article 4 (Fundamental Attitude)
Judges shall always maintain a neutral, fair, and sincere stance, and shall not, under any circumstances, make decisions based on personal interests or emotions.
Article 5 (Values)
Judges shall act in accordance with following values:
(1) Service: To strive for the benefit of players and the tournament environment.
(2) Integrity: To make decisions based on the factual truth and to fulfill their responsibility to explain those decisions.
(3) Community: To promote the growth and learning of the community as a whole.
(4) Respect: To show respect to all players, fellow Judges, and Organizers.
(5) Trustworthiness: To maintain confidentiality and act in a manner that inspires trust.
Article 6 (Maintenance of Dignity)
Judges shall not engage, whether online or offline, in any conduct that violates social norms or harms the image of the Game.
Chapter Ⅲ Qualification System, Certification, and Renewal
Article 7 (Qualification Levels)
- Judge qualifications shall consist of the following four levels based on ability and experience:
(1) Basic
(2) Advanced
(3) Professional
(4) Expert
- The scope and roles of each license shall be prescribed in Schedule 1 “Judge License Guidelines.”
Article 8 (Certification)
- Judge qualification shall be granted by the Company upon passing the prescribed examinations, training, and practical evaluations.
- Certification at Professional level and above shall require recommendation or evaluation by a higher-level Judge.
- A certificate shall be issued by the Company to persons who have been certified.
Article 9 (Validity Period and Renewal)
- The validity period of qualification shall be the period stated on the certificate of certification.
- For renewal, the following three requirements must be satisfied: attendance at training sessions, maintaining activity records, and submitting a renewal application.
- If a qualified Judge fails to complete the renewal, the Company may temporarily suspend or downgrade that qualification.
Article 10 (Disqualification Grounds)
- A person who falls under any of the following items is ineligible to obtain or maintain Judge qualification:
(1) A person who has been convicted of a serious criminal offense and for whom a certain period (in principle, three years) has not elapsed from the date of completion of the sentence or the date the sentence ceased to have effect. However, the Company shall make such determination based on the laws and social norms of each country.
(2) A person who has engaged in acts such as fraud, embezzlement, bribery, violence, sexual offenses, discriminatory speech or conduct, or other acts that seriously damage social credibility.
(3) A person who belongs to, or has relationships with, so-called organized crime groups, terrorist organizations, or other antisocial entities.
(4) A person whom the Company deems unsuitable to serve as a Judge in light of domestic and foreign laws and social ethics.
- If it is found that a person falls under any of the items of the preceding paragraph, the Company may revoke that person’s qualification.
Article 11 (Loss of Qualification)
If a qualified Judge fails to complete the renewal procedures and a period prescribed by the Company elapses, the qualification shall automatically lapse.
Article 12 (Downgrading and Suspension)
In the following cases, the Company may temporarily suspend or downgrade a qualification:
(1) When training or renewal procedures are neglected.
(2) When skills or decision-making abilities are found to be significantly insufficient.
(3) When no improvement is observed despite having received a warning due to violation of the code of conduct.
Article 13 (Revocation of Qualification)
- The Company may revoke or withdraw the qualification of a Judge who falls under any of the following items:
(1) Material violation of these Regulations or related policies or guidelines.
(2) When it is discovered that the Judge obtained certification by providing false information.
(3) Engagement in acts that are internationally regarded as inappropriate, including but not limited to malpractice(cheating), fraud, bribery, harassment, discriminatory speech or conduct, violent acts, or sexual misconduct.
(4) When the Judge engages in conduct that threatens the safety or dignity of tournament participants, other Judges, Organizers, or Company staff.
(5) When involvement with organized crime groups, terrorist organizations, or other antisocial entities is recognized.
(6) In other cases where the Company determines that the Judge lacks credibility or fitness as a Judge.
- When taking the measures set forth in the preceding paragraph, the Company shall provide the person concerned with an opportunity to explain themselves.
- A person whose qualification has been revoked may not reapply until the expiration of a period separately determined by the Company.
Article 14 (Reapplication)
Reapplication after loss or revocation of qualification shall be decided through re-examination, based on proof of improvement in conduct and completion of retraining.
Chapter Ⅳ Activities and Responsibilities
Article 15 (Duties)
- Judges shall perform the following duties in tournament operation:
(1) Application of rules and determination of infractions.
(2) Handling of disputes and inquiries.
(3) Management of tournament progress and timekeeping.
(4) Assistance in reporting tournament results.
(5) Providing education and guidance for players.
- In performing each duty, Judges shall comply with the Ultraman League Judge Manual established by the Company.
Article 16 (Confidentiality)
Judges shall not disclose to any third party any unreleased card information, tournament operation data, personal information, or any other confidential information.
Article 17 (Teamwork)
At tournaments, Judges shall follow the instructions of the Head Judge or Organizer and prioritize the smooth operation of tournaments.
Chapter Ⅴ Ethics and Code of Conduct
Article 18 (Prohibited Acts)
Judges shall not engage in the following acts:
(1) Arbitrary application of rules or unjust rulings.
(2) Harassment, intimidation, or insulting conduct.
(3) Unauthorized access, leakage of information, or improper financial dealings.
(4) Defamation of others or unauthorized disclosure of tournament information on social media.
Article 19 (Disciplinary Measures)
- If a Judge violates the preceding Article, the following measures may be imposed:
(1) Warning
(2) Temporary suspension (up to six months)
(3) Downgrading
(4) Revocation of qualification
- When making a disciplinary decision, the Company shall provide the person concerned an opportunity to present an explanation.
Article 20 (Re-education)
The Company may require a person who has been subject to disciplinary measures to undergo re-education or retraining.
Chapter Ⅵ Education and Training
Article 21 (Implementation of Training)
The Company shall implement regular training sessions and seminars to improve the knowledge and ethics of Judges.
Article 22 (Mentor System)
Judges at Professional level or higher shall endeavor to provide guidance and foster the development of Basic and Advanced Judges.
Article 23 (Training Records)
Records of attendance and activity shall be managed by the Company and used as reference materials in qualification renewal examinations.
Chapter Ⅶ Community Management and Organization
Article 24 (Duties and Compliance with the Manual)
- The Company shall set forth the detailed duties and responsibilities of Judges in the Ultraman League Judge Manual, and Judges shall comply with it.
- The Manual defines the specific duties, procedures, dress code, safety management, and reporting procedures for each Judge position (Floor Judge, Team Leader, Head Judge, Scorekeeper, etc.), and shall apply together with these Regulations.
- In the event of any inconsistency between these Regulations and the Manual, these Regulations shall prevail.
Article 25 (Inquiries and Consultation Desk)
Judges may report questions or consultations arising in connection with their activities through the designated online community (for example, official servers or dedicated forms specified by the Company).
Article 26 (Information Sharing)
The Company may, as necessary, establish servers, bulletin boards, and other platforms for communication and information sharing among Judges.
Chapter Ⅷ Commendations and Rewards
Article 27 (Commendations)
Judges with outstanding activity records may receive commendations or benefits.
Article 28 (Rewards)
The Company shall establish rewards (such as goods or other benefits) according to tournament scale and Judge activity. The details will be announced on a per-event basis, where applicable. Rewards are not intended to constitute monetary compensation, but are provided free of charge as a token of appreciation or encouragement.
Chapter Ⅸ Amendments and Supplementary Provisions
Article 29 (Amendments)
In the event of amendments to these Regulations, the Company shall announce such amendments through its official website or other means.
Article 30 (Supplementary Provisions)
- These Regulations shall come into effect on 1st March 2026.
- Judges who were certified before the enforcement of these Regulations shall have their qualifications deemed to conform to these Regulations.
